Securities and Exchange Board of India (SEBI)

Mr. U.K. Sinha was appointed as Chairman of Securities and Exchange Board of India with effect from February 18, 2011. Mr. Sinha, formerly from the Indian Administrative Service (IAS), brings with him rich experience in the financial markets for more than a decade. Mr. Sinha has held several responsible positions with distinction in the State and Central Governments. He was Joint Secretary (Banking) and Joint Secretary (Capital Markets), Ministry of Finance, Government of India. He was also the Chairman of the Working Group on Foreign Investment in India formed by the Government of India. He was a member of several committees set up by the Government of India including the Committees on Liquidity Management, Foreign Institutional Investors, Corporate Bond Market and Investor Protection.

Prior to taking over as Chairman at SEBI, he was Chairman and Managing Director of UTI Asset Management Company Limited and also Chairman of Association of Mutual Fund in India. He has actively contributed to the financial sector reforms in the country. He is also credited with starting the micro pension movement in India. Mr. Sinha was the Chairman of the Asia Pacific Regional Committee (APRC) of International Organization of Securities Commission (IOSCO) during April 2011 to May 2013.

Recently Mr. Sinha was conferred the Economic Times “Business Reformer of the Year” Award 2014 for ‘raising standards of corporate governance, strengthening SEBI as an institution, and increasing confidence in India's capital markets’. He is also the recipient of the 10th CNBCTV18 India Business Leader Award 2014 for "outstanding contribution to the cause of Indian Business".

Ms. Jinu Koola
U.S. Treasury Attaché to India

Jinu Koola is U.S. Treasury’s Financial Attaché to India. In this role, she works closely with the Indian Ministry of Finance and the Reserve Bank of India on macroeconomic policy and financial sector issues. Prior to this posting, Jinu was Treasury’s India Economist in Washington D.C. and Treasury’s World Bank Desk during the international negotiations of the World Bank’s concessional lending window. Before joining Treasury, Jinu was a research economist at the World Bank and at MIT’s Poverty Action Lab. She has also consulted for the Delhi government on the use of Aadhar in targeting benefit transfers, and with the Gates Foundation in South Asia. Jinu received her MA and BA from Harvard University.

Mr. Balwinder Singh
Senior Advisor, Forensic Services

Mr. Balwinder Singh, a retired Indian Police officer with vast field policing and general administrative experience, is based in Delhi. He has worked as District Police Chief in three major districts in Andhra Pradesh and has been commissioner of Police Hyderabad, a city with a population of more than 7 million. In these positions as Police chief, among other duties, he was responsible for procurement requirements of his units. He also worked as Additional Director General of Police (Provisioning and Logistic) wherein major procurement including computerization and communication equipment and services for entire state police force was one of his main responsibilities.

As Additional Secretary with the Central Vigilance Commission he was involved in laying down Procurement Policy and Guidelines for all department and organizations of the Govt to bring about higher degree of transparency, fairness, equity and curbing malpractices like bid rigging, anti-competitive practices etc. He guided major Govt. organizations in laying down proper criteria for pre-qualification of bidders, proper technical evaluation mechanisms, quality control and monitoring of mechanisms contracts, e-payments to vendors etc. and improving post project execution procedures. During his long stint in the Central Bureau of Investigation (‘CBI’), he has supervised major procurement related investigations across various sectors ranging from telecommunications, power, defence, ICT projects etc.

In his post retirement assignment as Advisor, Ministry of Corporate Affairs, he has advised the Government of India on re-engineering and strengthening Serious Fraud Investigation Office, Investigation wing of Competition Commission of India and fine tuning corporate regulatory mechanism of the Government. He has written a book on Corporate Governance and Fraud Risk Management in the context of developing countries published by Pearson. He has extensively written on Economic Crimes, Public contracts and procurement reforms, cybercrime and Right to Information etc. in number of national and international journals. Mr. Singh is also the Founder Director of Centre for studies in economic crime and anti-corruption in Sardar Patel University, Jodhpur. His expertise lies in leading investigations relating to bribery, kickbacks, corporate frauds, public procurement frauds, bank frauds etc.

Mr. Praveen K Gupta
Managing Director (Compliance and Risk)
State Bank of India

Mr. P.K. Gupta was appointed by the Government of India as Managing Director of the State Bank of India in November 2015. He looks after the areas of Compliance & Risk in the Bank. Prior to this, Mr. Gupta was the Managing Director and Chief Executive Officer of the SBI Capital Markets Limited, the investment banking subsidiary of the State Bank of India.

Mr. Gupta joined State Bank of India in the year 1982. He has held a number of very important assignments in the bank in India and abroad, some of which are as under:
• Deputy Managing Director and Chief Financial Officer of the SBI.
• Chief General Manager (Global Markets) responsible for the entire treasury functions of the Bank. Mr. Gupta has extensively handled treasury operations in the Bank, both in India and abroad.
• Chief General Manager, Bhubaneswar circle looking after the Bank’s business in the state of Odisha.
• General Manager, Network 1, Guwahati responsible for the Banks business in the states of Assam and Arunachal Pradesh.
• Dy. Chief Executive Officer of the SBI Macquarie Infrastructure Fund, which is a private equity fund promoted by State Bank of India along with Macquarie Bank of Australia and IFC, Washington with a corpus of US Dollar 1.2 billion.
• Chief Executive Officer of the Bahrain Offshore Banking Unit and the Regional head for the Middle East and North Africa regions. Mr. Gupta was earlier posted at Bank’s London office also.

Mr. Gupta is a past Chairman of Forex Exchange Dealers Association of India (FEDAI). He is also a member of Technical Advisory Committee of RBI on Money Markets.

Mr.Vikram Subrahmanyam
Managing Director, Citicorp Services India Limited & Head of Operations and Technology
Citi South Asia

Vikram Subrahmanyam was appointed the Managing Director of Citicorp Services India Limited in February 2015, in addition to his responsibilities as the Head of Operations and Technology for South Asia, a role he moved into in August 2013. He is responsible for all operations and technology for the Citi franchises in India, Sri Lanka and Bangladesh as well as all of Citi’s captive IT/ITES activities in India, which, with a present staffing strength of over 5000, is an important part of Citi’s global Service Centers’ network.

Prior to this appointment he was the Head of Operations & Technology for Citi in Japan. Earlier, he was the Head of Operations & Technology Head for Citi’s businesses in Indonesia, based in Jakarta, Indonesia. Vikram started his career with Citigroup in 1991 in Credit Card Operations in Chennai, India. Over the last 24 years, Vikram has held a number of roles in sales, customer service and product management, as well as operations and technology. In the O&T domain, he has worked across credit card operations, retail banking, cash management, trade services, custody and treasury operations, capital markets operations and operations and technology.

Vikram has also led a number of technology transformations during this time, ranging from the replacement of the corporate banking platform in India, through the retail banking platform in Indonesia, and the credit card platform in Japan.

He was a key member of the Securities & Exchange Board of India STP committee which introduced electronic contract notes for the Indian equity markets, and was a member of the Reserve Bank of India Committee on Computer Audits for Banks, which issued a standardized checklist for banks’, IS audits. He was also a committee member of the Technology & Operations forum of the Foreign Banks Association of Indonesia.

Mrs.V. R. Iyer

Insurance Regulatory and Development Authority of India (IRDAI)

Mrs. V. R. Iyer joined Insurance Regulatory and Development Authority of India (IRDAI) as Member (Finance & Investment) on 15.06.2015.

Prior to joining IRDAI, Mrs. Iyer was the Chairperson and Managing Director of Bank of India which is among the top three Nationalised Banks of the country. She has powered the Bank ahead in various areas of business and control. The Bank has seen quantum growth in business during her tenure and is a leader in the PSU banking space.

She started her career in Union Bank of India in December 1975. She has rich and varied exposure to branch banking, having headed very large branches in Mumbai. She was instrumental for setting up the Risk Management Department in 2000, inter alia, putting in place various Risk Policies, developing Risk measures and structuring the reporting framework. In 2006-2007, she was responsible for bringing all the branches of Union Bank on a single Core Banking platform and later on went to head both the IT and Risk Management Verticals of the Bank, as its General Manager.

In September 2010, Mrs. Iyer was elevated as Executive Director of Central Bank of India. During her tenure in Central Bank, she oversaw Credit, HR, IT, Treasury, Risk Management, Credit Monitoring and Audit & Inspection. She also spearheaded implementation of Core Banking in that Bank, as well as rolling out Alternate Delivery Channels and other initiatives on the Technology front.

He has been with ICICI Prudential for over 10 years. He joined the Company in 2004 as Head Internal Audit and has subsequently expanded his role to manage diverse areas such as Compliance, Risk Control strategy, Legal, Secretarial and Taxation functions for the Company.

At ICICI Prudential Life Insurance, Deepak is a part of the Senior Management team and has overseen the institutionalisation of the functions he has headed over the years.

In his current role Deepak is responsible for engaging with the Regulator (IRDA), the CEO and the Board of Directors. He also liaises with the Life Insurance industry body (Life Insurance Council) on shaping matters of policy.

Pradeep Lankapalli is the Managing Director, Thomson Reuters India and Global Head of Operations Centers. In his role as Managing Director, Pradeep represents the Thomson Reuters business lines in India, including financial, risk, tax, accounting, legal and scientific. Pradeep is responsible for combining Thomson Reuter’s deep & global expertise in these businesses with local industry knowledge and creating solutions for the India market.

As Global Head of Operations Centers, Pradeep is responsible for managing all nine Global centers located in Beijing, Manila, Bangkok, Bangalore, Hyderabad, Chennai, Gdynia, Buenos Aires and Costa Rica. He is responsible for managing enterprise level programs for these centers with a focus on efficiency and global innovation. Prior to this role, Pradeep was the Senior Vice President of Global Operations for the Professional Division and before that he was the Head of Operations for Thomson Reuters Global Business Services.

Before joining Thomson Reuters, Pradeep worked as an associate partner for IBM Global Business Services. Prior to IBM, he worked as a management consultant for The Summit Group, Inc.

Nick Collier joined Thomson Reuters on 1st March 2011. He oversees public policy activities for the TR Group, which includes Financial and Risk, Legal, Tax and Accounting and IP and Science divisions in addition to Reuters. Nick sits on the CityUK Board where he chairs the Public Affairs Group and is a member of the City’s International Regulatory Strategy Group and chairs the IRSG’s MIFID working group.

He moved to Thomson Reuters from Morgan Stanley, where he had been Head of EMEA Government Relations since June 2007. Nick previously held roles as the Head of Regulatory Policy at the International Capital Market Association, as the Director of International Risk, Compliance and Government Affairs at Instinet, and as the European head of the International Swaps and Derivatives Association. He started his career in the Bank of England, including a spell as the UK financial attaché to the EU.

He holds a MSC in Economics and Finance from the London School of Economics and a BA from Oxford.

Saumen Chakraborty is President and Chief Financial Officer of Dr. Reddy´s. He has over 30 years of experience in both strategic and operational aspects of management and has played a significant role in the evolution of Dr. Reddy´s as a global pharmaceutical company from India. He is responsible for managing Dr. Reddy´s global finance functions including among others Accounts and Controlling, Taxation, Compliance, Secretarial, Investor Relations and Treasury. Saumen joined Dr. Reddy´s in 2001 as Global Chief of Human Resources and took over additional responsibility of IT & BPE in 2004. Bharat Panchal is Head - Risk Management of National Payments Corporation of India since April-2011. Bharat is responsible to Monitor, evaluate and implement improvements of Risk management controls and governance areas, which are Enterprise Risk Management, Operational Risk Management, Information Security, Internal Audit and Fraud Management. He is also responsible to establish the ownership for risk management activities across the organization and partnering with functions and member banks to ensure efficiency and effectiveness of operations, safeguarding of tangible and intangible assets, accuracy and integrity of transactions and processes. Under his leadership, NPCI has achieved PCI DSS, ISO 27001, ISO 22301 and ISO 9001. He was instrumental to receive Ramakrishna Bajaj National Quality Award Certification of Merit in February 2016.

Martin serves as the Head of Financial Crime for regulated transaction businesses within Thomson Reuters. He is responsible for anti-bribery and corruption (ABC) as well as anti-money laundering (AML). His role allows him to be innovative and to connect with clients to improve processes, controls and culture to prevent crimes such as bribery and corruption. He is a former police officer who worked as a detective for the National Crime Squad in the UK, investigating international fraud, money laundering and drug trafficking.

Upon leaving the police service, after 18 years, he embarked upon a career as a financial crime officer within banks in London. In 2008, he blew the whistle upon his then employer, Wachovia Bank (a large US bank, which is now part of Wells Fargo). He had established the bank was laundering money for Mexican drug dealing cartels. He subsequently testified against the bank and lost his job. Ultimately the bank paid a penalty of $160 million to settle allegations of money laundering made by the US Government and Martin was commended for his actions. Martin has never since worked as a permanent employee for a bank and in all likelihood never will again. Nonetheless, he has made his whistleblowing an asset, having packed and wrapped his experience into a box overflowing with positive energy. He now presents on the subject of whistleblowing as both a subject matter expert and a motivational speaker. He determines whistleblowers are all MAD – ‘making a difference’ or at least trying to do so. Since leaving Wachovia Bank he has advised authorities upon the subjects of whistleblowing, money laundering and financial crime. In 2012, upon request, he submitted evidence to the UK Parliament in relation to the global financial crisis and the role of banks.

Most recently he has been invited to join Transparency International’s anti-corruption expert network. He remains a committed ideologist who dislikes bullies, bad guys, crooked politicians and rogue bankers. He wants to be a catalyst for change and to make improvement where he can. He believes lives matter more than money, all lives and wants to ensure others subscribe to the same belief. He also seeks to encourage people to support and promote whistleblowers and whistleblowing. When not being MAD, Martin is an armchair fan of the mighty Liverpool Football Club. He plays a lot of sports (badly) and likes to travel. He is married with three children aged 22, 20 and 18, that’s what you call family planning.

Anjali Bhardwaj has been closely associated with the Right to Information movement in India since the year 2000 and is a co-convenor of the NCPRI. NCPRI has been advocating for a series of anti-corruption and grievance redress measures to tackle corruption and redress grievances of people - the Lokpal & Lokayuktas Act, the Whistle Blowers’ Protection Act and the Grievance Redress Bill.

Anjali is the founder of Satark Nagrik Sangathan, a citizens’ group set up in 2003 with a mandate to promote transparency and accountability in government functioning and to encourage active participation of citizens in governance. SNS has pioneered the effort of using the RTI Act to make legislators more responsive and accountable. She is a founding member of RAAG (RTI Assessment & Advocacy Group), set up in 2008 by RTI activists, researchers and academics to create a group dedicated to the ongoing assessment and advocacy of the transparency and accountability regime in India. RAAG has undertaken and published two national assessments of the implementation of the RTI Act.

Anjali is a member of the steering group of the South Asia based Transparency Advisory Group (TAG).
